On the course evaluation page, when you set up a new question you can decide to apply it to the course or the faculty member, but after the question is created you can't tell which it was when you look at it. There ought to be some indicator so you can tell.
We had an administrative assistant make a mistake in adding questions and they're applied to the course instead of the faculty member. There was no way for me to know from looking over the design. I only found out after it was used and now my data isn't good for all those evals for the questions that were wrong.
It would also be nice to be able to edit the "Applies to" course/faculty option for a question also. Not sure how the data is collected if that would work, but if the evaluation has not been used yet it should be able to be edited then at the very least.
