National Student Clearinghouse Degree Verify Export

We use Degree Verify to offload degree verification requests to the clearinghouse.  There is a file upload function similar to enrollment and graduate reporting, but Populi does not have a canned export for the Degree Verify file structure.  Please build one.  It's very similar to the graduate report.
