I would love to see a feature added so that a communication plan can be created such that (unless it is already?) that when a new student is added to a course, either an email is sent, and/or a to-do is sent to the instructor.

Automations can be used to send email and assign to-dos to instructors when students are added to their course. If you'd like to set that up just reach out to Populi Support.
Has this been answered yet? I am finding that we also need this feature.
