A more direct way to assign communication plans to faculty members

My faculty members would like me to assign them to-dos in Populi to remind them of things like "Finalize your courses in Populi" or "Submit syllabi to VPAA, division chair, and librarian." I tried setting this up as a communication plan, which is clunky, because I have to count the days between events instead of putting in dates, but that's fairly easy to resolve. The bigger problem is that I can't find an easy way to apply a communication plan to a group of teachers at once. The best workaround I found would be to put a custom tag on each teacher and then assign a communication plan to the tag list.
