Apparently the feature to disable comments and likes was added a couple of years ago, but the problem is that it doesn't let you enable the "like" button while also disabling comments. The principal of my school has instead written at the bottom of her messages to not comment on them, but sometimes people do anyways. However it is possible to do this in the "Bulletin Board" on each of the course dashboards, so there isn't any reason why this functionality shouldn't be the same for the "Feed."
