transcript fees based on student role

We charge alumni for transcripts, but do NOT charge current students for transcripts. It would be handy if there was a way in "transcript settings" (or somewhere) to set a fee rule based on "student role" status. People with an active student role would not be charged, while people with an inactive student role would be charged.
