Registration Lock version that still allows term options to be viewed

We use the Registration Lock for students in our "Extended Education" program - where students can take the occasional course (for credit or audit) but not be in a degree. They register via a form as we need instructor permission before we add them etc. The Registration Lock has been an useful way to not allow them to register via the registration tab.  Realizing that this isn't a great practice as they don't have access to view the courses (and course details) that they could be requesting.   Wondering about a new lock - that restricts registration but allows the registration tab to still be viewed.  Or are there other ways that could show the details without allowing registration for certain students.  Thanks!
