Tie assignments or assignment groups to a delivery method

Here is why we would like to do so. We want to track submissions of reports from our asynchronous DE students (based on their engagement with the recorded lectures) through an assignment because 1) we want to be able to mark them as late, and 2) we want the assignment to show up on Populi only for the asynchronous students.

We don't want the report assignment (only for asynchronous students) to clog up the assignment notifications for all of the synchronous students.

Also, while we could create a separate course in Populi for the asynchronous students and cross list it with the on-campus course, that would mean a lot of extra back-end work, with adding the courses the the catalogue and to all of the degree audits.
