We need a way to prevent students from enrolling in a 4th attempt for a course. After a student has 3 failed attempts at successfully completing a course, the must appeal to attempt the course a 4th time. If the appeal is approved the student will be allowed a 4th attempt.
We need a way to monitor or cap attempts, so a student cannot enroll in a 4th attempt with approval from the academic office/registrar.
