Role for Instructional Designer

We have an individual who is tasked to work with faculty to design online courses. He also helps troubleshoot when they don't know how to do something.  All of the current role options seem inappropriate (give too much or too little access).  E.g. registrar role gives access to all courses - he only needs access to specific courses when they are being developed (and at times when they are even running).
