More control over who receives campus notifications

It would be nice to have more control over who receives campus notifications. Right now, it sends it to all active Faculty, Staff, Students and Advisors. This means that when a prospective student is accepted, they immediately begin receiving these notifications although they are not on campus yet. Would there be a way to choose a saved filter under campus notifications. I realize we can do this in contacts but only campus notifications has the preset message functionality and this is important especially in an emergency. Thanks.
