When an Inquiry form is filled, the notification is sent to the Representative.
However there's a bug if the browser session is logged in Populi: in that case, the notification is sent to the requester email filled in the form.
This might seem like edge case to you, but it's not that uncommon. Consider the following real-life use cases reproducing this bug:
- School reps are at a social event with a kiosk/table and let people fill the inquiry form from their provided tablet/laptop. They're logged in Populi to show what the system looks like or to check information (inquiries, admissions, courses, etc.). Then the inquiry notification will be sent to the requester, and neither the Representative nor any other staff will receive any notification, which doesn't make any sense.
- A student who's happy about our school has a friend/colleague/family member at home, and is logged in Populi, and lets them fill our Inquiry form from their browser; maybe they just showed them what Populi looked like. Then the inquiry notification will be sent to the requester, and neither the Representative nor any other staff will receive any notification, which doesn't make any sense.
