Exclude non-credit courses from LDA Tracking

Exclude the attendance records from LDA tracking for non-credit courses both from the Enrollment Verification page for Financial Aid and the Advising reports.  These courses are not Title IV eligible and present a compliance risk for accurate determination of the LDA and identifying students who may be subject to R2T4 due to unofficial withdrawal due to cessation of attendance.
