Add a "Contains" option for querying tags in Data Slicer

Adding the "Contains" option to the already existing "Is" and "Is Not" options would allow something like the use of nested tags. For example, we use a "TERM non-returner" tag when we discover a student is leaving the university. Currently, I can either look up one term at a time or I have to add them all into a single query. If we had the "Tag Contains" option, I could see all the results with the Query, "Tag Contains non-returner"
