Allow institutional level changes to Activity Feed Visibility settings

Our institution as a policy that all communication with students must be set to be visible by all staff for accountability purposes to be sure that everyone has all of the current communication information.  Currently, the only way to change the default activity feed setting is for each individual staff member to go in and change it on their personal account level.  We would love an option to be able to set this setting for all staff users on the institutional account level so that we can be sure that all staff members are complying with the policy.
