Allow student text replies to be changed from "private" to "staff" visibility

When texting a student via Populi, the student's reply to that text is set to "private" and there is currently not an option to change this.  We would love for there to be an option to change this visibility to allow other staff members to see the student's response.  This is important for accountability purposes as well as to make sure that all staff are aware of communication with the student so that everyone stays on the same page.
