Don't Apply Financial Student or PLUS Loans when the students accepts them

We have had several students be very confused by thinking everything is ok with either their Federal Student Loans or Federal Parent PLUS loans because Populi applies it to their balance due as soon as they click the "accept" button, even if they still need to do their Entrance Counseling and MPN or their parent needs to do the PLUS Loan Application and MPN.  Is there any way that you can make this not apply until after it has have been reviewed by the the Financial Aid Office to make sure everything is in order?
