Notifications Based on Form Response

I would like to be able to send a notification that a form has been submitted based on a specific response to a question on the form. For example, "Are you able to accept an honorarium for teaching this course? Yes or No.” If they say yes, the notification would be emailed to a specific email address that I provide.
