Block Library Patrons from accessing information about other users

We grant library patron status to members of the local community who wish to borrow books. We then make them users so that they can place books on hold and check their circulation status. However, making them users also gives them access to personal information on other users, i.e., they can search for staff and students and view their phone number and address. This is information we want students to have access to (which is why we don't want users to make their info private). But library patrons shouldn't have access to this information. Please either remove this privilege from library patrons or provide an option to do so in settings.
