Remove the ability for students to comment on News

Not sure where this idea came from for students to comment on new, but news can and most likely will be those things that are school policies, changes in dates/times etc, and things for information purposes to the students.  As such, student comments are good, but only when directed to the appropriate department and definitely not for general student body consumption.  For example, I have one news item with student comments that have nothing to do with the news item and I have no way to remove them.
