I would like to have a lock that would block access to future courses, but not affect the current course. We do not have online registration so the registration lock does not work for us. I need other Admin to see the lock so they don't enroll a student when there is a lock placed there. The reason for the lock could be either financial or that we're waiting for some other information from or about a student. We currently don't have a way for faculty without Financial permission to know that a student shouldn't be enrolled because of outstanding payments.

Adam Sentz Kim Huizinga - Even though you don't use online registration, perhaps you could use a registration lock to signify these students to other Admin users? You could even give it a custom name, or have multiple versions based on different criteria. Then you could put an explanation in the Lock Note. Locks display on the left of the profile, so any Admin user viewing that student's profile would be able to see that the lock was applied.
