It would be helpful if institutional account administrators could generate a report of a user’s activity on Populi (not their changes but their activity), not unlike you can check a person’s "browsing history" on the Internet. For example, is there a way to check whether a given user has gone to a specific course page or student page to look around but not change anything? Thanks for the consideration.

Information Technology I don't know if it's exactly what you're looking for, but in each course there is a "Reporting" page in the menu. This page includes a "time Tracking" tab which has the date and total amount of time all of the students entered and spent in a course.
Each individual student also has a looser version of this if you click on their name in the roster.
We've used these before to address student claims before. Not the same as the detailed records we got out of Moodle for each individual page they went to but it does track lessons, assignments, tests, discussions, etc. Which was sufficient for our needs.
