Custom Color Scheme for CFP (College Financing Plan)

Please separate the color scheme for the CFP from the Populi universal color scheme. 

We have a blue and green color scheme that looks great on the Populi interface: but is problematic on the CFP, especially with the default-unchangeable brown/green of the "College Cost You Will Be Required to Pay" section.

• This looks unprofessional to give a  prospective student who we are actively recruiting.
• From and accessibility standpoint, it does not pass the color-contrast guidelines of WCAG 2.0.
• We have to choose between a color scheme that looks good on the universal Populi interface, or one that looks good on the CFP.

  Jon Coffee - This got out the door without me seeing it somehow. I'm going to fix it up.

  Jon Coffee - We're removing the Populi color theming and returning to the CSS included in the doc as prescribed by the government. I also immediately noticed that the contrast ratio on the tables is too low. I'm gonna see about adjusting that so I can sleep at night. Hopefully nobody tells on me.
