The Registrar role should have access to the LMS Sync option in course settings. They are the person who knows if a course requires an LMS section. Current permissions, according to support, only grants this to Account Admins which creates additional work for both the Registrar and the Admins.

Julie Stultz As I am the person setting up the courses, I knows which ones need an LMS section and those that do not. This would make perfect sense for me to have this role.
