@Bryan - Just FYI, Populi never stores more than one copy of the same file (it just references the same file in multiple places), and you can import files into a course from other courses.

Official comment Sending the same email multiple times simultaneously to an individual would almost certainly have a negative impact on our sender rating, so this isn't something we're likely to add.
