Populi webmail already supports HTML composition - just click the "<>" symbol found above the compose area to flip into HTML editing mode.

You can now find default visibility for notes under "Settings" (at the top right).

@Pamela - It's under your personal settings which you can get to by clicking the gear icon at the very top right next to "Help".
