Restrict Tags to specific roles

Tags - can we lock them down so that only specific people and/or roles can edit a tag that I create? Like with Forms - once I create a form I can give certain people access.

This is a much-needed feature. We have instructors that want a hard copy with answers. This would also help instructors check their tests to make sure everything is entered correctly.
